[Hello, fellow Rockets. Someone is wearing a delightfully pleased grin right now and sorting very carefully through a few stacks of papers. What's on them, you might ask? Several approved request forms, numerous blueprints, and a collection of charts and data for his brand-new project!]
My fellows, I am very pleased to announce that my project has been approved by the Administration of the Research and Development department. To this end, I humbly extend an offer to any of you who possess psychic-type pokemon. If you could please speak with me at your earliest convenience, I require subjects for the next phase of my research experiments.
